Registry Operation
When offsets are first brought to the registry for registration they are assigned a serial range of unique identifying numbers. This serial range will remain with that tranche of offsets from then on, allowing them to be tracked until they are eventually used (acquitted against the same quantity of emissions) and their numbers permanently retired (that serial range can never be transferred or acquitted again).
Any time (prior to retirement) that serial range (or part there of) is transferred, the seller must notify the Registrar (regardless of how the transfer occurs), who will register the buyer as the new registered owner of that serial range.
ACX Due Diligence Process
Before listing Verified Emission Reductions (VERs) on the ACX platform they must be registered with the Registry. Every VER is subject to a due diligence process before registration.
VERs are categorised according to the verifying entities endorsing the reduction. The credentials of the verifying entities are assessed according to the methodologies applied; their independence from the project; their capacity to carry out sufficient offset verification and their experience. In some instances notarised documents are also required.
VER transfer protocols established between the ACX and International Registries ensures the correct transfer and maintenance of good title history, increases transparency and counteracts double selling. Registration details include date of verification, ownership history, original project design (and any subsequent changes), the verification standard, verification methodology and entity.
